Could also have been to get a spot welder into specific locations.

I was told they were used by the factory for the spot welder to get access to the panels.

Actually I know.
There is a video of them assembling 356s on the line. The 356 has the same type of holes in the panels. The holes are used to lock the panel to the assembly jig, then the body panels are welded together. Once the tub is welded up, the would unlock them from the jig, and lift off the body. Then they put the plugs in and added the seam sealer.
It is clear on the video.
