Is a special puller required to remove the hub adapter from the crank?

After removing the center bolt I have never had to do much more that tap a little to get it off, but if it is really fussy there is a special tool. You can look at this and come up with your own idea:

Just put some thick flat washers behind each bolt and alternate tightening them. It should pop right off. Some sort of rust penetration oil on the hub will help.
