On a 2.0L. Is it a breather to the crankcase? Should there be a filter on it? Have dual carbs.

Flashback valve.
Would normally have a hose connecting to the airbox

Crankcase vapors/pressure relieved through that device. I would at least put a filter on it to keep from fouling the engine bay. Other options include a catch bottle (as simple as routing a hose into an empty Gatorade bottle) or connecting a hose to carb intake filter to suck in/ burn vapors.
