I'm looking to spray my previously powder coated steel wheels, i was looking at a slight rub down ,primer and then top coat,would this be correct or is there a better way of doing it

Believe it or not paint stripper works on powder coating. Yes you can scuff and paint over it too.

It does but it's still really messy and a lot of labor. If you don't have to remove it I would leave it.
