Hello,
I have a 1974 1.8 that the ignition switch failed on. I have replaced the switch but now the horn, windshield wipers, cigar lighter, and headlights do not work. I pulled the new switch and that tests fine. I have no power going to the 16 amp wiper fuse and am unable to figure where this is suppose to get it's power.
Any ideas? Does the seat belt relay have anything to do with this?

Check the fuses and that all connectors are connected. Sounds like the steering column switch connectors may be loose or disconnected.

As Jeff said check the connections. Make sure you are not ONE PIN OFF, on the plug

Thanks guys, I found the spade connector that goes on the X circuit on the switch had pushed it's way out. Just spread open the little tab and pushed it back in the connector and all is well. Duh!
