That area in front of the Jack post is designed in such a way that dirt from the rear tire can get in there from above, but there is no place for it to fall out, so it packs in there.
I replace the bottom screws with two things
Longer screws and 3/8 inch thick rubber spacers.
This opens up the bottom of the cover and pulls it away form the long.
You cannot tell the difference visually.
Now, once done this way, you can take a hose and fire it in there from the front and the back and clean out the rockers allowing everything to go out the bottom.
Obviously you will want to touch up that paint, but this is a good long term cure.
For the other poster, unless he is magic, he also has dirt, rust, and pealing paint in that exact same area, it's in every car, no matter location or mileage unless is was never driven.

Hey good idea on the modification Rich.
My car was a from California too Steve, so I of course assumed there would be nothing at all under the rockers. Almost fell over when I took them off and about 5 lbs of dirt fell out. How did you like the first couple of minutes of frantic cleaning followed by relief when you found the un-rusted painted long under all that? Man what a roller coaster.
I was not expecting that brick of debris when I took the driver side cover off. I was also not expecting to wipe them off and see pristine Light Ivory painted longs either.!!
The passenger side long had some motor oil on it, there back by the jack post, and given the state of the engine and tranny, their was some pretty regular leaking going on in the past. Actually think that helped the passenger side. It will probably be a week before I re-install the covers, so I can get them cleaned up and touched up as suggested.
The car photographs well, but up close the original paint (at least on the outer surfaces) is pretty faded/chipped/scratched/etc... The trunks and now the longs look much better. It would be awhile before any paint job happened, and I'll still addressing the rust as I go along.
