Even the cleanest, most rust-free non-runner is going to be hard pressed to bring more than half your asking price. Just for reference, there's a very clean, well-maintained 1.7 for sale about 100 miles from me, also for $8K.
I'd recommend getting it running. Unless there's some serious issue, you'll spend less doing that than the amount you'd lose off your asking price to sell a non-runner.
