Drivers side long somewhere between the firewall and the hand brake handle.

4 small holes under the carpet. Tiny sheet steel screws. Just on the driver side as far as I know.

My 72 had them on both sides

Hmm my '75 doesn't have that part. Was it on all years?

I think it's only for the cars without retractable seatbelts.

Also some early cars didn't have it. Mine does not have the holes.

Early cars only and many never came with them since they weren't standard equipment.

mine is an early car and never had one..
