I got this part with my car and can't figure out where to install it.

Drivers side long somewhere between the firewall and the hand brake handle.

4 small holes under the carpet. Tiny sheet steel screws. Just on the driver side as far as I know.

I think it's only for the cars without retractable seatbelts.

Also some early cars didn't have it. Mine does not have the holes.

Early cars only and many never came with them since they weren't standard equipment.
