Just bought a 1971 on which previous owner began restoration of a rust free car that had been in storage for 30 years. To begin, I need a Rear Bumper Top Plate. Any offerings or suggestions are appreciated...

By rear bumper "top plate" are you referring to the rubber bumper top?

If you are looking for the rear top rubber piece I have a couple of these available. Both are original with part #'s.

Do you mean that little metal tab that supports the center of the rubber?
