What vendor besides Pelican, that sells the bolt lock to remount the flywheel ? .

The 5 hole (6 if you count the middle) washer on the /4 flywheel?
Almost any aircooled VW shop, it's a VW part number.
Also pick-up a new flywheel O-ring, felt washer and a pilot bearing.

Pelican is marking it up 20% and 8 weeks
Because they do not have it.

Or flip the old one over. Last time I bought fw parts I ordered spares..
A metal strap with a hole drilled in each end works too.
