Drove my '75 baby to the body shop, and going over the clutch was slipping a bit.

Given the length of the cable and extreme cold, could it be that the clutch's failure to fully re-engage was caused by the cold and not by a worn out clutch plate?

Below zero? Yes.
r_towle
frozen of tight pedal cluster
frozen or tight pulley at rear of tranny.
frozen or tight cable.

All easy enough to diagnose...just unhook the cable at the tranny and see how everything feels.

The clutch will behave the same cold or hot....

Do you drive it alot this time of year?
Have a cover over the pulley? keep the pulley lubed up (if ever)
