Connections to tje fuel lines can be accessed below the car by taking off the steering rack cover.
The factory also put edge gromments on the edge of the hole.

The tank strap usually isn't painted and sometimes there's an edging on the circle opening.

Fix the rust holes....leave the factory holes alone.

Already fixed the rust! So what would happen if it were closed off. I don't intend to. This car was in pieces so I;m trying my best to get it right. Thanks Brian
