So if smog pulley it could be said this would mean the engine and car it came out of was a car that sold CA?
Correct .... drives the smog pump on 75/76 2.0L. It can be removed if you are not running the smog equipment.

I think the "RUB" on all of this info is from a newbie view most cars had some form of smog equipment, but not all had the pump as part of the smog system makeup.
Am I even close?
Smog pump pulley. Rubber center hub that is self destructing.

Smog pump pulley, mandatory in CA for 75 and 76 cars to pass smog. Do not throw it away, they are valuable !
