So I pulled the bursch exhaust and heat exchangers flapper valves off and they are a rusty mess, any suggestions on paint, powder or ceramic coating?

Bead blast the flapper valves and paint with hight temp paint. I wouldn't invest too much money in the exhaust.

Just make sure it is the good 1500+ deg. stuff. worked very good for me.

sandblast the exhaust and see what you have, may not be good news, bear in mind it will need recoating quickly but that will have a limited life.

Flapper valves are worth the work, Bursch mufflers are short-lived, not worth the expense of blasting and coating.
