Perhaps it's part of a tool to remove pressed bearings?

Looks like a homemade bolt & screw sizer to me, but I really have no idea Greg!?

I wouldn't think it's some mounting plate with all different hole sizes.

I think Tom nailed it. Looks like a screw size template. It doesn't resemble any OE part I've seen.
