Sometimes they do get stuck. I used to pry up on it with a small screwdriver.
SirAndy
well look what i found....
you think that might have been a problem?

note how the diaphrame is "stuck" ...

Try tapping (TAPPING) with a hammer, but prying isn't a good idea. Scoring the gasket surface is very bad, and breaking the cover would suck. Hopefully, some previous idiot didn't use silicone goop or whatever to seal it. There's supposed to be a thin gasket there doing all of the sealing, dry.

I had alot of problems with the accel pump diaphragm siezing and/or tearing ( on IDAs IDFs appear to use the same diaphragm) so I replaced them every year..

The 40IDAs needed a refreshing every year anyway.. something would booger up the idle circuits etc
