I don't think so boys and girls. I have never seen anything like this tag before. Factory new keys had a small label on each key with a key code, and a paper tag with that same key code. Have seen this many times, but never the metal tag - which admittedly is intriguing - it must be for something else. See attached photo.

But I think it is replacement locks, door handles and ignition locks that came with the paper tag that had the key code on them. Key codes for a car are internal and confidential
I think the tag in question was to insure that keys stored away from the car (at the dealer) could be related to a car by the VIN
I must admit I've never seen one before for our cars.
When I sold Porsche and Audi the full set of keys had the VIN attached
