FS is maintenance book for 914 1.7 and 914 2.0 from 1973. Booklet if free from markings except a handwritten "1973" and a "Muster" stamp appears twice. I believe that Muster was a dealership in Germany but I have been unable to prove it. Includes separate sheet for new owner, two change of address notices addressed to VW of America in Englewood Cliffs, NJ.,maintetance schedule. 7 pages total. Muster is German for sample. What you have is a sample of a maintenace schedule normally included or part of the owners manual.

So this is possibly a dealer display item if it's marked sample ?.
