Does yours work properly and have the metal piece at the end of the push rod which engages the pawl/ratchet, see below inside the yellow circle. Should be able to see the piece when the brake is in the folded down position.

good motion. Not sure on the pawl (nvr looked) but I can chk a bit later.

Mike the one i pictured does appear to have a part extended off the end or the rod but doesnt appear to be a long as the one in your pic. perhaps .5 broke. Who knew
