There is rubber hose that comes up at the passenger floorboard near the center console. What the heck is that for?

If the car has or had air conditioning it could be the evaporator drain.

Got a pic? It would help to see what hose you're referring to. Some of us here can't read.

I concur with the ac drain hose.
