You need them to prevent the mounting bolts ripping through the rubber of the mounts and your engine falling on the ground.

i was pretty sure that was at least what #14 did.

Don't put in #14 and the engine will be on the floor even if you have perfect mounts.

Yes without those it's a matter of minutes (even seconds) until at least one side breaks free by pulling the rubber center out of the mount...at least that's what I would assume...
...not that it happened to me a long time ago or anything...
