Is the stock bearing surface supposed to be flat or round when new or reground ?

You can but you will have no hardening @ the end,the valve tip will chew these up in no time,so the answer is no.

Like with lifters--flat is dead, and re-grinding only works if you can re-harden them after.

New ones are about $14 each from Porsche. You may want to consider 911 swivel feet which are about $20 each. It looks like you have the early 1.7 rocker arms with the 8mm adjusters.

Tossed the old ones. Ordered new stock. Didn't know about the hardening ends.

Why the heck would you pay Porsche prices for a VW part?
8mm is $15
set german, good for 1.7
