I was trying to do some housekeeping this morning and add a current picture of my car to the VIN registry but don't have a third party place that the picture is hosted. Is there a way to add it onto the World server and reference it in the VIN log? Something like we can do in regular threads? I wasn't able to find the URL for pictures in threads but the example in the registry does reference a 914World URL.

So, anyway to host a picture on the World and reference it in the VIN registry?

You have to upload it to a thread (like this one) as an attachment. Then right click on the image and copy url.
