I love the color too. What kind of wheels are those? Don't really like them..
The owner is going to change them, years ago, the vw bug was so popular that every wheel manufacturer and his mother made wheels to fit. It so happened that they would fit the 914 also albeit with an outset, so one could not fit the widest tire.
This wheel was made by western I think, as they were well known for the turbine wheel look

Not to sure how rare the color is, I've had 3 and still have 2 now.
I have one. needs a repaint. 
metallic paint was an extra cost option, palma green was only available in 75 76 when 914s were really very expensive. Therefore very few ordered options on these cars.
