I can't say if your Chassis number translation is correct to your date without looking at a 1971 calendar (which I'm not doing), but - yes - you might be able to find one built on your birthday or any other chosen specific day.
However, I would caution against that - unless all of the planets & stars aligned for you, & it actually turned out to also be a great condition rust-free `71!
You'll be far better off finding the best condition 914 from any year that you can afford. BTW - at Jeff Bowlsby's 914 website he has a pdf 914 checklist for inspecting them which you should use as you're looking at them (I think under Tech Documents section), & still get a por PPI done on the top candidate - unless you're a pro.
Also FWIW - the 71 1.7's are not high in the value & preference pecking order, which is probably generally falls out as:
#1. 70-72 914-6,
#2. 73-74 914-2.0 with the 74 LE's at the top of that pack &/or the early 73's with the option loaded "914S" goodies next,
#3. 75-76 2.0s - maybe with the end of the run 76's a tad higher,
#4. Very early `70 1.7's as 1st cars out, &/or all 72 1.7's as the best of the 1.7s with the upgrades, &/or the 74 1.8s, &/or the 75 1.8s, then the 71 1.7s dead last.
Of course, anything which is ultra low mile OO survivor will pull in top dollar & break that general order above - such as my buddy's 71 1.7 which he's owned since new, which is 99% original paint & 100% original upholstery - some 71 eye-candy for you!
