That fan shroud sure shows a lot of oxidation for a car that's been "stored inside for 20 years".

Also on Phoenix Craigslist for $17,500. Been there about a week
Non-functioning AC and all that goes with that. BIG -. No money shots. For 17k, the car should have ALL of the center caps.
But it appears to be that glorious Delphi Green L99A custom metallic paint!

Are those missing items an issue to the operation of the car?

No, but they make the price tag less appealing.
I'm over generalizing, but when you get to that dollar range you want to see full stock, or mods that improve the car. Not things missing or suspect.
Left door was painted and blended into the fender and quarter. Quite poorly I may add.
Not really there is it....for that money
