feels like it hits a rev limiter at 5,000 rpm, but no rev limiter on car

what am i missing?

Possible fuel starvation. Is pump in good order?

check rotor in distributor. Some have a rev limiter feature.Click to view attachment

If you supply some more carb specs,size,venturies,air correctors,idle jets and fuel pressure you will easily find a solution on here,there is no magic solution "out of the box" or if you have bought the car with them on you have no idea what the PO has done.
