Ok, so this is really driving me crazy!!

With ignition on and lever all the way up - the blower will not work

Lever is grounded
Power at Relay 30
Power at Relay 85
86 is Grounded
Pin 9 at 14 pin is grounded
Power at Fuses
Checked brown wire from blower and its grounded
Changed relay to one I know works

NO POWER at 87

I do not have 12 pin connected - is this an issue??
Blower works fine on Bench

Ok, so I finally figured it out.

Main issue is that the 12 Pin MUST also be connected. My engine is out, so it wasn't. I put a jumper on pin 10 to 11 and away she went !!! What a waste of 4 hours

The second stupid thing I did when testing is that you must put the positive testing prong on Voltmeter to the hot side and ground the black prong to test for 12 V. I stupidly thought it didn't matter....

Definitely a key piece of information. Basically the Green jumper IN the 12 pin connector is what George was referring to when he posted. Glad you got it figured out!
