I have a 1973 1.7 that I am currently working on at my shop.
The fuel pump relay gets ground from pin 3 (white wire lower left of board 4 pin connector) It does this great for 1.5 seconds to power the fuel pump relay and activates the fuel pump. However, when cranking pin 3 does not deliver ground and I am sure my problem is on what provides the ground to pin 3 but for the life of me I cannot find a diagram. Anyone have a diagram or helpful information?

If I understand your situation, the ECU controls the ground. You might also test/clean your FP relay on the relay board, test/clean the FI harness grounds at the back of the engine and test/clean the relay board grounds under the relay board to the sidewall.

Fixed, My problem was the Distributor sensor was not making good contact inside and wasn't sending the signal needed for the ECU to provide ground.
The car runs like a top again!
