There's a bushing under the nut that should keep the pulley from getting pinched even when you tighten the nut all the way.
Tighten it.

Loose enough that it spins freely. It's a self locking nut so loose is OK

it should spin freely but NOT wobble. Also, it looks like you are missing the sperm washer/clamp that holds the clutch cable in.

Still it should be tight. If the wheel doesn’t turn freely something is wrong. If it isn’t tight, the nut may come off. As you reach a stoplight.

I have the 914 rubber one which is a quality part,found it floppy like the stock one ,from memory I machined half a millimeter off the bush and all was good.
