Any changes as tire sizes are changed from stock?

I've searched the Google app and general web sources. I can tell what the horsepower may be for v-8s and other engines, but not for stock.

25% loss?

When I checked it many moons ago on my stock car it was about 60-70 whp on an OK running engine.

This was using a Gtech meter.

General consensus is 15% with the 914 transaxle. So 80-85 hp on a fresh motor.
