The wife's 914 has repop sails that have bubbles, 4 year old resto so it isn't rust, the glue Mike (PO) used is letting go. Don't know if the sails are 914rubber, look good but definitely not OE sail material.

A heat gun or hair dryer might loosen it up, but probably not enough to not self destruct.
You could try poking the bubbles with a pin or sharp tipped Xacto knife, then use a plastic burnisher or squeegee to push the air out of the bubble in a circle from the edge to the hole all the way around each bubble, & burnishing the vinyl back down as you go, then seal the pin-hole with a tiny dab of black silicone on a toothpick to close off the holes.
