That's a dent - probably the "tit"/bumper gaurd pushed it in.
A good quality bumper shop may be able to straighten it for you, but then it'll need rechroming. Check that cost vs. maybe a nice DD quality one from Bruce Stone/bdstone on here.

certainly a dent, you could bang it out with a rubber hammer, then install a new bumper guard to cover it up.
