How did you mount 15" tires to 16" wheels?

You tell me. The wheels measure 16" from edge to edge. Either I measured wrong or the tape is bad, or the yardstick is wonky, or the distance is screwy, but 16" is the distance from lip to lip. You tell me how to size them.

... although VW DID make 16" wheels back when the Beetle was first introduced in the 1930s, it was the old 5-lug large pattern wheel ... and they eventually changed to 15" sometime in the 40's.
