The usual suspects include Alan Gunn or AGLA. There’s another shop in Texas that is cheaper faster and easier to work with, but I don’t recall the name.
Dallas Custom Steering Wheel. Very good to work with and does a great job. Fast turn around. Just make sure to specify exactly what you want on a piece of paper with the wheel. For example, if you are doing a thick wrap, you need to specify if the spokes also get padded, stitching and skived or blunt cut spoke ends. I've gotten 6 wheels from them and been happy every time. You pay for quality but they are know as one of the best.
AGLA used to be a go to place but I've only heard negative reviews for the past couple years and they sold me a piece of junk leather when I purchased one of their kits.
