This bracket came from the old cowl that I replaced on my old car.
Years ago, after painting and putting back together my newer car I didn't have these brackets to mount the fresh air box to. I don't recall if I removed the brackets on the newer car. It looks and feels like they were never there. Did some cars have brackets that hung from the the wiper shafts?

To my knowledge they had the same brackets spot welded to the cowl.

Maybe I removed these intending to put them on the newer car but never did?
The brackets from the wiper shaft must have been my vision for a workaround, that I never got around to? Thanks BD.
