Edit. These are sold but i have one more black bezel one on the way.

I found two NOS ignition tumblers with keys. They were made by ASP and labeled fro 68-70 VW. Each comes with two keys. I tried one in a 1970 tumbler housing and it fits fine. One has a chrome bezel and one has a black bezel.
