Its delaminating.. needs to be refinished
From the picture, to me, it looks like solvent popping. Sorry.

It is likely a result of lacquer and acrylic not being very compatible when it was sprayed. That was in the 80s so very likely.
Yes, it was a catalyzed enamel from back in 1982
