member no. 1 pms me and says 'I'll take 'em' at 10:07...no note on listing.
member no. 2 makes note on listing 'pm sent' at 10:45 and also pms me to buy the parts.
Who gets the parts ?

I'm no etiquette expert, could barely spell it....but first PM wins.

Unless you specify I would say first to say "ill take it" If they do not pay in timely manner second is number 2. I often sell/buy items with no posting in thread, only PM.
