There's a sticker that has "8 74" on it, which leads me to believe this is off a '74 car. Part number is also from a sticker on it.

That one needs a little repair. See the melted plastic in the circled area? It raises up and lifts the contact and you have no high speed. Very common.
So what does the repair involve?

Scrap down the raised plastic, clean the contacts. Then see if the rider contact it.
