The front and rear bumper pads of my ‘ 75 have bolts embedded into the pad. My question is whether threaded inserts hold the bolts.

Pretty sure they are welded to the small metal plate the rubber is molded around. Many years ago I tried to remove the studs and couldn't get them to turn.

I would agree and the pad cast around them much like the spine in the early bumper top seals

Thanks Dan and Dr P; you saved me !
I have an idea for repurposing the pads for chrome bumpers without using bolts.
The plan is to rout two 1” x 2” square depressions about 3/8” deep in the pad.
Then insert rare earth magnets such that the pad will “stick” to the bumper. The pad wth two rare earth magnets would have a 20 lb hold; I did a variation of this with my rear license plate frame.
The pads would be removable for cleaning the bumper and save the bumper from drilling new holes.
