I need to mount the cable mount for a set of carbs on my newly rebuilt engine. I'm thinking it's not good to loosen two case bolts to do it?

Not a problem for one nut, just torque it back to spec.
It won't hurt to undo the two top case bolts in order to attach the cable bracket. Just re-torque them to spec before running the engine.
