Brakes Sans Cover Plates

Am I correct in understanding:
You can assemble the brakes without the cover plates
The retaining bar is required even without the cover plates
To install the cover plates requires removing the calipers
Best I can tell from the parts catalog and photos this is true, but I'd like confirmation I haven't overlooked something.
This is for a 1970 914-6 if it matters.

Yes, 1 & 2 are correct. 3 is a maybe as long as the bracket is in place.

When I redid my rear brakes I didnt put the backing plates on. I also did not use the bracket. I used washers the thickness of the bracket.
