Old case just has hole
New (to me) case from Brad has hex bolt in it..
Is this the 2nd oil pressure valve?

That is the second pressure relief valve. The second oil pressure relief valve was dropped by the factory in 76.
Just pull the valve and clean it out well, then put it back.
