First time getting in there ever...... these are the remnants of evergreen trees that were on my Dad's old farm (now 110 homes).

Looks about like mine was.. Not bad..

It cleaned up OK, but I there's rust center bottom by the hole, and then in the gaps.

What can be used for spot rust abatement???

That's not rust, that's slight colour mismatch due to presence of water over an extended period.
If your headlight buckets are representative of the rest of the tub, you've got a terrific car ! congratulations.
