A pair of needle noser pliers, gently squeeze and spin off ccw.
Spray some WD, or other lube

Are you talking about the engine grill letters? If so, don't try to save the clips/fasteners. You'll end up breaking the posts on the letters. The fasteners are cheap, the letters are not.
