That was only the first half of a tank slapper, as I recall, it looks kinda cool.
The second half was kinda ugly....but no harm, no foul.
Truth be known, I picked up a few cones today.....this may have been one of them.

JP, you actually cleared that cone in front. It was the one on the drivers rear that got spit out about 30 feet by the spinning rear tire. (duck smilie) 1 cone there. Narrow course, not much room for sideways action.
