Is the handbrake 'yoke' supposed to swivel to equalise the leverage? mine is solid and I'm wondering if thats the reason 1 rear calliper works better the the other

Yes, it is supposed to swivel. Sounds like yours is siezed.

I have just about given up on Parking brakes
two different cars and both were minimally effective.
I'm gearing up for going to late front calipers on the rear. Just carry a small 2 x 4 behind the seat. Better parking brake.
