Is anyone familiar with the seller or the quality of his
Targa Top Seal?

You can find that cheaper I think. I paid $40.00 if I rembember. I will look on my past ebay and let you know.

get a "sammy seal" from Sammy here on the board,

I can highly recommend Kerry Herr's seal ,i bought 2, 1 for the stock top and one for the smooth painted one. Dave

Keep in mind that you want the one with felt on it. Some of the cheaper versions don't have it. The felt is easier on the metal and paint.. If that's not an issue, you can save a lot of money.
