Is there a general rule when they need to be replaced.

When they start to sag. Original equipment did so after about 10 years. You could see that they bent in an arc. They were no longer stiff enough to keep themselves straight.

this will have pretty big impact on how the car drives and rides when you replace them. Are the stock springs linear or progressive?
